Joe Douglas was Vice President of Player Personnel.
Since 2015, Howie has been Executive Vice President of Player Personnel.
Effectively, Howie was the GM and Joe was the assistant GM. Joe left Philly for NYJ so he could get a job that had power, which he didn’t have in Philly. Joe was basically our Will Mcclay; he makes some draft recommendations, and answers trade calls if Howie was on the toilet.
Howie Roseman was the acting GM even if no one held the official title, not Douglas. Douglas was VP of player personnel.
