Sure was a bad throw. Manning had a D-linemen in his face and couldn't step into the throw. Same thing happened to Romo on his interception, guy in his face he couldn't step into it and power it in. Still shouldn't have thrown the ball as they knew he would throw to Witten. Witten was surrounded by three players.
