Helmet to Helmet Rule clarification

In the steelers game Phil Simms mentioned that there is no helmet to helmet penalty on a ball carrier down field. Can anyone provide proof that that indeed is correct? I am have a big argument with a friend that actually dates back a few weeks on this same rule.
 
Not sure of what the rule is but I hope Clark get a $10,000 fine and suspended 4 games including SB. That is why I hate Pitt. They play dirty seem to always go after WR heads.
 
Another issue comes up for me.............

Why is "helmet to helmet" only called on Defensive players?

Running backs, as a matter of fact, put their heads down upon contact and lead with the helmet! In fact, it's taught and expected!!!!

I've NEVER seen an offensive player get flagged for, when the tackler is bearing down, lowering his head and driving forward.

Face mask stuff is the same way. How many stiff-arms have you seen by running backs and receivers that are RIGHT in the face of defenders? I've seen it a hundred times. A "face-mask" infraction is a "face-mask" infraction, no matter WHO delivers it. I don't see anything in the rules that says the "helmet to helmet" rule or the "face-mask" rule only applies to the defense...............
 
The only time helmet to helmet should be called is when it's on QBs or defenseless receivers. Outside of that is fair game. I think he hit more with his shoulder too.
