The Steelers' Chris Hope just blatantly horse-collared Ladell Betts right in front of the ref, and no flag was thrown.

Think Roy could get away with that?

to answer your question, HELL NO! they made the rule specifically with Roy in mind, he'll never get away with it, he'll have an extra set of eyes on him looking out for horse-collar tackles, but ROy doesn't care lol good for him...

The rule has a lot of exceptions. Basically, from what I understand, it is allowed in between the tackles and within like 5 yards of the line of scrimage. It's basically a cornerback/safety rule.
