How can a team like the eagles sign Garcia and still be over 53 players?

ok as i understand it, the eagles signed jeff garcia today. I am sure you all agree with that. What I dont understand, i thought you had to cut or trade a player or place him on injured reserve before you could sign a player.

how come the eagles signed garcia and now are saying they have to trade a player to create room for garcia;

According to ESPN's Sal Paolantonio, the Eagles have placed WR Hank Baskett on the trade block.

The Eagles need to make room for Jeff Garcia, so they have to cut or trade someone. They'd like to get rid of Reggie Brown, but nobody is making an offer. The Eagles have a slew of young receivers and can afford to move one.

Maybe they haven't signed him to an official contract yet...

Maybe they have a certain amount of time to move the player off the roster so that they can get him on it.

And, again, why in the world would anyone trade something for a player who you're going to have to cut to make room for Garcia anyway? Just wait till you have to cut the guy and then pick him up without giving anything up for him.
