How can teams sign players before FA opens?

I thought during the period leading up to Fa that teams could talk contract parameters but could not agree to terms or sign contracts, is that right? If so then how can all these teams agree before FA opens and we got fined for the Austin contract? Or am I understanding it wrong?

Can't sign a deal until the start of the league year today. Can agree to terms though.
