How do they decide which coaching staff...?

...gets to coach the Senior Bowl?

I heard Mick on Talkin Cowboys mention something about the Dallas staff being an option for it but maybe I heard him wrong.

I thought it was like the second worst records from each conference but I'm obviously wrong.

I know that Tampa Bay and Oakland handled the coaching duties last year.

Anyone?

That's what Mick said too and I thought that was true at first but TB and OAK didn't have the best records of non-playoff teams last year.

Did they?

The first choices must have refused and so it was offered to TB and Oak later maybe.
