Yes it does.

Because they keep talking about how they are a draft first team. Which is why they have barely utilized FA for years.

So how are you a draft first team. Don’t pay your own guys. Yet also dont pay any outside guys either?

It's a hard way to go because the overall hit rate for pretty much every team is under 50 percent. Some years are better than others, but there's a lot of trash in the draft

Not great. And one of several reasons why free agency is so important in team building. By not being a serious player in FA, all pressure turns to the draft.

The draft is a crapshoot. If you don’t have an absolute great draft, you don’t have a good enough roster to compete.

Once again, it appears this FO is counting on the draft to rescue this team. We will see. But it makes it slower to build a turnaround.
