How much input does Romo have on pass play selection?

I have been thing about this ever since the TB game when he was miked up wanted to run a certain play and was shot down. He later ran the play for a TD. How much input does he have with the pass play selection? Right now he is struggling but I would think Romo would have a better idea then Red Ball Express what he is capable of doing. We seem to be throwing a lot more outs the last couple of games is another thing I noticed. I never considered that one of his strengths.

Any thoughts?

I didn't think he got shot down on the play call, but rather the offer to give Garrett a kiss.
