How was it Mike McMahon was able to play even being deactivated?

I understand that he being the 3 QB is able to play as an emergency QB but I figured both the starter and number 2 (detmer) would have to go down before he would be able to play? Can someone Please clarify this? Thanks

The 3rd QB can always come in to the game. You activate 45 but suit up 46. If you bring him in prior to the 4th quarter the top 2 cannot play again. In the 4th they can.
