Good question. This is a tricky decision.
How do you really define BPA? If Warmack is a 9.9 as Guard on a scale of 1 to 10 and Lane Johnson is a 9.0 as a OT, then who is the BPA?
What if you change it from Johnson to Luke Joeckel and the Cowboys have the #3 overall pick and both Joeckel and Warmack are available? What if Joeckel = 9.5 and Warmack = 9.9 at their respective positions? It appears obvious that Joeckel would be the pick; however, he is not technically the BPA.
My first thought in this scenario, would be to try and trade down a few spots and take advantage of the fact that someone might be dead-set on getting a specific player.
If the trade down fails, the choice is definitely between Warmack and Johnson. There is no possibility that I would draft Vaccaro over either of the other two players.
You want to avoid drafting for need; however, you only have drafts picks on their rookie contracts for 4 years. You really must consider year-1 contributions in order to maximize your salary cap management.
My specific "need" based issue is that I think that Parnell at RT is 10x better then anything that the Cowboys have at any of the interior OL positions. The 2nd and related issue is that I'm convinced that Parnell will win the starting job over Lane Johnson. If Lane Johnson was one of the OTs that could also play OG, then that would put him over the top; however, he is not really an option at OG, IMO.

I'm assuming that in your scenario that Richardson and Cooper are off the board.
