As boring as it is I'd probably promote from within. Someone who saw what all worked (and didn't) this year and would keep the scheme.

Whom Quinn recommends would factor in heavily.
I'd also be very willing to consider Pete Carroll if he wanted to return as a DC for a year like Quinn.
