I have a question - Bill and his no game chart

What does this mean?

Most if not all Head Coaches carry a game chart and bark plays into headset, etc.... so is it predetermined that OC's and DC's are just following a certain set of rules(for lack of a better word) - does he have a small set of plays memorized or is he doing things on the fly?

so sometimes he does and sometimes he doesnt and Haley was calling plays - thanks guys
