Does that mean we, as well as other teams, can rid rosters of outrageous contracts without penalty?

They have to be cut after June 1st to count against 2010, I do believe.

Who has an outrageous contract?

So if they're certain that there will be no 2010 cap then you could cut some of the big contracts off this roster, during training camp, and have it hit in 2010 and not make any difference because there would be no cap then anyway.

Now I could see Dallas moving guys, through cutting them or trading them, at that point, then, if that was the case cause they're not hurting themselves.

Something tells me, however, that there is going to be some sort of rules in place to prevent teams from simply dumping all their players with huge contracts in order to sign other people, or even some of the same guys, to contracts they find more friendly.

I'm sure the NFLPA put in some clauses and restrictions to prevent things like that from happening otherwise I imagine you'd see loads of players getting cut after June 1st just so the teams could get those huge deals off of them and try to get them to resign for lesser deals or get guys cut from other teams for lesser deals.

It would be HUGE gamble to make moves now counting on an uncapped 2010. There is still a lot of time to come to an agreement that would maintain the cap. If Jerruh were to tear apart the roster then the cap remains we would be in a hole that would take 5 years to dig out of.
