I mean bring in some accounting/marketing firm to determine the revenue potential in every market to determine the starting point for revenue sharing based on that number. Punish the lazy!
I mean don't let owners like Bidwill pocket even more cash by discounting their "share" even further by the amount of unused cap from the prior year. Punish the greedy!
