I think it is considered proper grammar to us 's after a number that is written with digits (90's), but not when the number is written out (Nineties).

The "s" is being used as a plural, not to show possession or make a contraction. When following a noun you don't put an apostrophe to show plural.

I was born in 85, technically I am an 80s kid, but I grew up in the 90s.

Yeah, thing is...I was very aware of being alive even in the early 90's. I was no dumb kid...
