It's not different. It's exactly the same situation. First of all, you don't know what the investment process will be after Tony so you can't say it will be different. Second, you don't know how long it might take to find a QB. Tony is not long for the show IMO. Lastly, you don't know what the talent level on this team will be or what the cap situation will be 3 or more years down the line. It never hurts to draft a good QB if the opportunity presents itself, at this stage of the game IMO.
We actually know all of that, you're just not paying attention.
After Tony, we'll draft a QB in the first round.
Second, it shouldn't take long to find a QB. QBs put in the right position without a lot of weight on their shoulders tend to do well. Look at Big Ben.
How long Romo has left is irrelevant.
We do know what the talent level will be. The offense will be the same minus Romo, and the defense will be what it is now, plus a year dedicated towards building the defense up if not two years.
The team is ideally placed to build the defense through the next two drafts.
