Technically, you are right but most refs do not call three steps as traveling when it's off a bounce and you shoot off your third step.

Watching it several times, I think I saw why it wasn't called. Once he had control of the ball, he took two steps and started the process of a dribble...then he dribbled it once and took two more steps and started the throw. Both parts had a third step but he was already in the required motions to try to avoid traveling. The ref probably didn't call it because they thought time would run out before a shot could be realistically taken but at that point it was too late.
