Thanks, it is a daunting task to stay abreast of information given the dynamics of today's health environment. I truly applaud the NFL for staying flexible in their attempts to provide an entertainment venue. I have to say they are succeeding. Our economy can't afford the loss of pro and college sports.
I don't believe Alarcon has to go through waivers to be on our PS. He is ours, for now.
However, a big IF: If they move him to the Active/Inactive 53 man roster and then try to put him back on the PS, he would be subjected to waivers. He is simply too intriguing a prospect.

It would be difficult to get the NFLPA to agree on a rule that forced players to go to the practice squad without first having a chance to sign with another team.

On the flip side, the NFLPA would be in favor of the change to allow the exemption lifted during the season.

The NFLPA is indirectly controlled by player agents.

This was the rule as of last year. I have not seen anything published about a change to it. I am interested to know if anyone can find more info about it for 2021.
"First, the team can keep their IPP player on their 53-man roster. If they waive the player, he goes through the NFL's waiver system, which allows him to be claimed by another team. If he clears waivers, the team can sign the player to their practice squad. If they do, they may elect to take an exemption for the IPP player, giving them an extra spot on their practice squad. If they utilize the exemption, that player cannot be signed to the active roster of any team during the season. If the exemption is declined, the player is treated like any other practice squad player, and can be promoted to a team's active roster. If the player chooses to sign with a team other than the one to which he was assigned, that team may not claim the exemption."

He currently does not have to go through waivers to be on our PS. If he is moved to the 53 after 3 weeks of being on the PS, he is fair game for waivers if they try to put him back on the PS. I don't know if they are willing to take that chance. Too bad he doesn't get one free move back to the PS. The NFL hasn't stipulated whether IPP players can be moved temporarily to the Active list and then back like other players.

He has a lot of potential, but still raw. I agree he needs one more year of PS to learn a bit more.
 
Of course, I'm assuming that the CBS story is verbatim from the NFL Football Operations manual. Gotta drill deep to find stuff.

Makes sense. In light of the CBS story, I can't find anything on the NFL Football Operations section to even mention this info. What an unnecessarily convoluted section to sift through on their site.

But I don’t think he’s game ready right now

Wikipedia is a very limited source of information, but it also says that the player has to go through waivers, get placed on the PS, and then get the designation.

Makes things a little tricker to keep him.

As long as he clears waivers it’s not an issue
Any team could claim him if waived just like any other player
But once he clears waivers it’s no issue
 
Sorry guys, I don't see what you guys are seeing about having to pass through waivers to be on our PS team. All I see is an IPP player either:
1. Continuing their status as an IPP on the PS of the originally assigned team
2. Being on the PS for 3 weeks and then opting to give up the IPP designation to be on the 53 roster
3. Not being allowed to return to the PS as a protected IPP player - he would be subjected to the waiver system
