Investing for income

I was wondering if anyone has found a low risk option for investment income other than annuities. I'm usually more of an active trader in the stock market but lately the market is only moving in one direction. I was looking at Preferred dividend ETFs like PGX and it looks like they've become a little more affordable the last three weeks.

I've traded them in the past but rarely made money. The old saying about them is it's staircase on the way up and an elevator ride on the way down.
