Specifically, assuming we do sign PacMan, would he be able to work out with the team until Goddell takes him off suspension? Would PacMan be permitted to take part in mini-camps?

I'm assuming during the off-season PacMan would be allowed to use the facilities at Valley Ranch at the minimum.

I'm not sure if Campo could put him through drills, teach assignments, etc., however.

No he is not allowed to workout or practice with the team until Goodell says so. As for a physical for the trade, I am not sure but I imagine its still up to Goodell.

Goodell gave Pacman permission to workout with the team when he extended the suspension. The only reason he wasn't reinstated is because when Goodell asked him if he had any regrets he got confused by the phrasing of the question and said no.
