Is Holdup on Trade Offer for Romo because Tony needs to restructure his Contract?

If Trade Rumors were true Thursday for Romo, DOES ROMO NEED TO RESTRUCTURE HIS CONTRACT?
ok let's say the trade rumors were true, that something did happen, along with Texans getting rid of their starting QB to Cleveland. Is the holdup that Romo needs to restructure his contract? If you read the reports some media says that Romo has to redo his contract to 12 to 14 million or so before Houston or Denver will touch him?

A. Romo needs to restructure his contract for trade to happen
B. Romo doesnt need to restructure his contract
C. Houston or Denver will trade for Romo only when his contract is restructured or released so they can restructure
D. Romo doesn't want to restructure his contract (Romo gets the 19 million this year after release), then restructures after release making more money
E. There is no trade offer
F. Cowboys won't release Romo unless traded till June 1st like Jerry Jones said
G. Cowboys will keep Romo regardless if some injury happen or trade offer comes from Houston, Denver or some other team

E. there never was a trade offer. Jerry heard about the Houston trade and decided not to release Romo to see if he could pit Denver and Houston against each other. So far neither is biting. It's as simple as that. I think Jerry needs to give Romo and his agent permission to seek a trade so that Romo can discuss redoing his contract with the other teams.

I know any team trading for Romo must have the current cap space to absorb his contract.

Not sure if thats just for year oneor for the thing.
