Jerry said 3 years ago the Cowboys weren't rebuilding and said the same thing a week ago so I took a look at 3 coaching changes. Two were obvious rebuilding programs, Johnson and Parcells. Looking at the roster the season before they were hired and counting the number of players still there after the 3rd year to compare with the current coach and program/process.
In 1991 Jimmy Johnson had at least 10 holdovers from the 1988 season: K. Martin, M. Irvin, K. Gogan, N. Newton, J. Jeffcoat, K. Norton, M. Saxon, B. Bates and Robert Williams.
In 2005 Bill Parcells had 6 holdovers from the 2002 season: A. Gurode, G. Ellis, L. Glover, R. Williams(S), L. Scott and L. Allen.
Last year Jason Garrett had 13 players left from the 2010 season: D. Bryant, T. Romo, M. Austin, J. Witten, D. Free, J. Hatcher, S. Lee, D. Ware, A. Spencer, L.P. Ladouceur, O. Skandrick, B. Church, and D. McCray.
The biggest difference is the one that Jerry pointed out "you don't rebuild with Romo", Parcells and Johnson had to have upgrades at the QB position. The biggest similarities(IMO) is the is the lack of depth and quality starters when they started. I think all three made coordinator adjustments although my memory is fuzzy on Parcells either because he didn't or because no one questioned it or made a big deal. Johnson did switch from Shula to Turner and Jason's change's have been WELL documented and are probably on file at the Smithsonian. All three have been reported to put in their own programs and even though Jerry has undoubtedly had more influence on J.G.'s it's up to the individual to decide how much.
My conclusion: Jerry doesn't see a rebuilding program and it's probably not Jerry speak when he says it, he expected more wins in 2011 than 2010 when he said they weren't rebuilding and and he expects more this year than last, it's up to you to decide if he was or is being unrealistic but the words "rebuilding year" to most people mean that a bottoming out year will follow. With Jimmy it was 1-15 in 1989 and with Parcells it was 6-10 in 2004. I think if you start a year with a new coach and as many new key players as JG did it's technically a rebuild but maybe him and Stephen didn't let Jerry know.
