That is not correct. The protocol is a five-step process. In step 4, players "may practice at a non-contact level," which would be consistent with a limited practice designation. He would still have to get through step 5, full football activity (or simulation thereof) to clear the protocol.Correct. He would not be able to do anything of that nature
