Is this, by W-L record, the worst NFC East ever?

I'm at the airport and have no time for research, but is this historically the worst NFC East (by win-loss record vs. out-of-division opponents) that there has ever been?
 
2015 was pretty weak too, so it’s probably in the contention with that year, but even the Commanders won 9 that year.
 
Cowboys won it at 8-8 once, but not sure what the other 3 were that year.
 
The worst record for an NFC East winner is 9-7. Giants in 2011 and Skins in 2015.

Skins were one-and-done, Giants won the Super Bowl.
 
Cowboys are 2-7 outside the division so far.

2008 Cardinals went 3-7 outside their division, but won the division at 9-7 and went on to lose the Super Bowl.

2014 Panthers went 3-6-1 outside their division, but won the division at 7-8-1, and won one playoff game.

2004 Rams went 3-7 outside their division, but won the division at 8-8, and won one playoff game.

2008 Chargers went 3-7 outside their division, but won the division at 8-8 and won one playoff game.

2010 Seahawks went 3-7 outside their division, but won the division at 7-9 and won one playoff game.
 
Just looking at TOTAL games won by the teams in the East, yes this will most likely end up being the most pitiful showing since 2002 (I didn’t look back any further than that, since that’s when we switched to the current 4 team configuration).

2015 was pretty bad, Washington won it at 9-7 and the remaining 3 teams were under 500.

This year we will have at least two 10-loss teams, and there’s a very real possibility the division winner will be 7-9 or 8-8.

In contrast, the division has two seasons (2007 & 2008) where no team was below 500. Pretty impressive.

2016 was pretty strong too. Every team was ABOVE 500 except for last place Philly @ 7-9.
 
What is really sad is this is one of the worst Cowboys season ever. Not by wins, but by waste.
They quit. Plain and simple, they quit.
This team really does have good talent, but it has become a cautionary tail.
Garrett stands on the sidelines and does NOTHING to help the team. He doesn't try to coach them when they are falling apart; just stands there with a stupid look on his face.
And this is the story of Jason Garrett's tenure in Dallas.
