This means taking Ramsey over Tunsil. IMO! Or maybe he is talking about a QB in the 2nd over higher rated players. Or maybe he is just blowing smoke. Who knows? Draft Ramsey, Joseph, Nassib, Perkins, Blair, Allison, Kavarea Russell, Kevin Hogan, and Jatavious Brown and get ready to rock!

That's were Will Clay's tiers come into play.
Multiple players in the same tier? You take the position that fills a need the best.
All the players at your remaining top tier in positions of less need (Dallas has no worries there..lol)? Then just maybe you drop down and add a pick or two.

The one thing you don't do is take a lesser player from a lower tier just to fill a need. That's a big draft no-no.

They've been saying this and it's always been in regards to the number 4 pick. What he was talking about was taking premium positions over premium players at non premium positions. For example.

QB>RB
CB>LB

As said it kind of smells like they believe Tunsil might be there at 4 and they really don't want another OL. Can't say I blame them.
