Jerry - reactive or proactive GM?

100% reactive.

Not a single move that we ever talk about is part of a strategic plan.

He goes from fire to fire with a bucket of water in one hand a a bucket of gasoline in the other and he never knows which one to toss until he gets there.
 
Hold your horses. Jerry Jones GM'ing is looked upon favorably by some.
I'm still of the mind-set that he's the reason we haven't been to an NFC Championship Game for 30 years. Fans blame players or coaches or both, but those have changed many times over the past three decades. Jerry and his clan have been the one constant.

After Jimmy, Jerry was the sole decision maker and believed he could buy another title. After all, he did it when Switzer was here, getting Deion to defect for one more championship run. However, Jerry's belief in his deep pockets led to some hubris when it came to roster building. He disregarded the draft, putting it in the hands of a buddy, Larry Lacewell, instead of putting his money behind having the best draft process that money could buy.

That led to the lean years when our veterans started getting old and we weren't bringing in quality young players to replace them. Instead, we were bring in some expensive free agents to supplement the roster and it left too many weak links. Plus, the salary cap caught up to Jerry and all his spending.

I thought we had righted the train wreck by hiring Bill Parcells. Parcells emphasized bringing in players that he knew (friends of Bill) and focusing on the draft. If he had stayed a couple more years, he might have completed the process but wasting his time with Quincy Carter burned him out too quickly.

Then, we briefly reverted to bad drafting (i.e., 2009) under a weak-willed head coach (Phillips) before the Joneses finally acknowledged on their own the importance of drafting well. Soon after, though, they decided because of a few misses that expensive free agency was not worth what you paid and they went cheap.

So after figuring out the importance of one aspect of roster building (drafting), they reacted to expensive FA failures by dropping another aspect of roster building (top-quality FA). They believed, hey, we're drafting well now so we can just fill those roster holes with cheap FAs until we can draft for those spots. But you don't hit on all draft picks, so it takes years to do that and while you are waiting, you lose more players and have more holes to fill with quality replacements.

It's sad that this team has been good enough to make the playoffs several times, but the roster has not been good enough to beat better-built teams in the playoffs. Yes, coaching could have been better at times and quality players have let us down at times, but the primary problem has simply been an incomplete roster because of the Joneses.
 
We REALLY need him to be pro-active the next couple of offseasons.

I'm starting to get a bit excited as to what this team could achieve.

I will say this, his reaction this season is making him look smarter than he is. He wanted to show that he was smart to trade Parsons, so we got Quinnen and we've won three straight. A proactive GM would have addressed major defensive holes before the season instead of pretending that players like Mazi were good enough.
 
He wouldn't know what proactive is if it hit him up side the head.
30 years of mediocrity is a big enough sample size to answer the OP question.

30 years into the job as sole GM Jerry never addressed the QB position adequately, always looking for a diamond in the rough (Hanson, Hutchinson) instead of doing a proper search of a franchise QB after Aikman. Romo was a find by Sean Payton, and Dak was a fluke that they hoped would be a back up who turned into a starter out of necessary after Romo went down.

Neglected the FS position since forever, and values the WR and TE more than any other positions based on the amount of capital they have invested over the years.

A younger Jerry would have not been considered as GM by any other franchise.
 
To me... Jerry is and always has been a reactive GM. Where could this team be if we had made some changes earlier like the Parson trade, the Williams trade etc.
