Kind of weird scenario isn't it? Why wouldn't he sign so he can get his injury treated for free by the NFL? If he was really considered anywhere near a 3rd round talent (which I doubt) you would think a team would have no problem taking a chance and red shirting him for 2017 and hope their medical staff can have him ready to play in 2018.
So either he's actually a marginal talent that may or may not have been drafted regardless, or teams just don't think he's ever going to be able to play because of the injury

Nobody said much about his medicals, but he went on a ton of visits. Guess teams wanted to check it out

He might not be able to pass a physical. No team is going to sign him just to treat him unless the talent makes it reasonable to do so.

Guess that's kinda what I was getting at by questioning Rapport's grade of a 3rd-5th rounder. If that were true he'd be on a team. He was probably more like a 5th-7th guy that the injury made it not worth the gamble.
