Now that the Cowboys have switched to a 4-3 and Wilbur is listed as a DE, doesn't he have to change his number?

From my understanding he doesn't unless the rules have been changed. Randy White and Chris Doleman made position changes like that also and kept their number.

Nope, defensive ends can wear numbers in the 50s.
