Last penalty that stopped the clock

Does anyone know the call on the last penalty that stopped the clock. The Seahawks would have had around 30 seconds instead of over a minute. Just seemed weird they didn't mention what it was and kind of just passed over it.

Seattle declined the penalty to stop the clock and make Dallas lose the down.
