Yes but if the ball has bounced you cannot fair catch it and of course if you do not catch it cleanly you can be leveled. It is why a lot of the onside kicks involve bouncing the ball.

Interesting thing I noticed with today's highlights. Did you folks see the end of regulation in the Jets/Giants game and how the ref "touched or set" the ball? Interesting how the ref handled the ball at the end of the SF/Dallas playoff game a couple years ago and then see that today.
