Hmm... would a team use that extra challenge, even if they know it will not be over turned in lieu of an extra time out.

It would be like a throw away challenge late in the game, say 2:27 left, and need to stop the clock. And even a remote play to challenge for clock stoppage.

Ok, that is my conspiracy theory for the day.
