LTBE - Affected by the new CBA?

Did they close this loophole with the new CBA?

I believe that under the old CBA any incentive added to a contract during the year was deemed LTBE no matter how unreachable.

Provided a handy way to roll cap dollars into the next year through a cap credit.

Well, I went and read the CBA term sheet. I didn't see any provisions regarding LTBE incentives, so I assume it is business as usual.
