I think Carter is but unfortunatley where he lacks the most at is between his ears and that puts him head shoulders below Lee/Kuechly

The Dallas Cowboy defense was superior in 2012 and 2014 performance wise without Sean Lee than it was in 2013 when Lee was around most of the season.
