I'm not sure why there's the time stipulation.

If you give a team one free pass, who cares if they use it for a 3 week span or if they use it for the 8? Use your one free pass, whatever.

I'm not sure what the waiting is all about.

If I recall he was hurt again mid-late October.

They need to just call it with this kid, shut him down for the season and see if they can get anything out of him in 2013. It was fairly obvious from the beginning that he was snake bit in 2012.
