This is a normal time frame to extend a 1st rd pick.

They only become eligible for an extension after yr 3, but the team is forced to decide on the 5th year option at this time. It is way more common to extend a player going into the option year.

Given that the rookie 5th year option is saving ~$25m and the franchise tag ~$10m. that is a lot of money to overcome to a net loss overall if they wait.
