Well maybe last year. But that doesn't mean he'd be #1 in this year's class. Burrow and Tua are easily ahead of any QB that went last year, and there was no Jordan Love raw arm talent in that draft either.

i have not seen Love play but i am not a fan of Herbert at all,he severely underwhelms whenever i watch him.

Neither were throwing to NFL quality receivers this year and Love was playing behind a bad line. Love had better personnel in 2018 than this year.
