To me, it didn't look like he "went for the knees". That kind of penalty implies intent. It looked like he stumbled and was trying to make a play / hit the QB.

No. There doesn't need to be any intent. If you hit below the knees it's a penalty and an automatic fine.

Unless it's Clay Mathews against Romo in a playoff game. In that case everyone acts like it didn't happen.
