Between kicks and punts he had plenty of chances over the last two years and didn't produce like he did when he first came to the league.

There's no way to say his production on a per kick basis hasn't gone down.

Sure, he doesn't get as many as he used to but even with 24 punts, the Hester of old would have taken at least 1 to the house.

He was scoring like every 12th return on punts. Then he went like 50+ punts without a score.
