How can one say the team that leads the league in penalties called on them gets helped by the refs as much as the team that has the least penalties called on them (the latter being KC)?

I mean I am not sure how this week played out but going into this week the Chiefs had the last penalties in football then the Bengals then a sizable gap (6-7) then everyone else.

Perhaps that didn't take into account bye weeks and was just raw numbers?

Though, the Chiefs did have 10 on Sunday.
