He's one of our free agent acquisitions I believe. Along with Whitten, Brookings, Austin Miles and Tyrone Smith.

To answer your question, OP, the Cowboys historically take their time signing draft picks, often waiting until the eve of training camp. With the new CBA, I imagine that makes things different, but I'm thinking they're sticking with tradition. There really isn't much to negotiate, though, since he's slotted in. No need to worry.

There was some kind of delay, because they had to wait for newman's money to clear the books to have room under the cap. That's the last I remember reading anyway.
Newman's numbes couldn't clear until after June 1st or so.
