Which led to rule changes on players declaring for the draft as well on how the supplemental draft is now done.

I forget exactly how it came about. But Bernie wanted to play for the Browns. He somehow did not enter the draft. Then later on said he would enter the supplemental draft, and the Browns had the 1st pick. I think through a trade somehow. To use it in the supplemental draft.
Browns selected him.

they changed the date of the declaring for the draft, and went with the bidding system since then.

Browns have been in QB hell ever since.
