I don't believe it could. That would be a lateral move by Phillips, which would require compensation.

Anything below Head Coach is considered a lateral move in the eyes of the NFL.

According to the NFL, a guy who is just a kicking coach or defensive tackles coach couldn't take a promotion to some other team's Assistant Head Coach spot, because anything other than "Head Coach" is just lumped in as being an assistant. The actual title, itself, is for vanity.
