New over time rule?

My wife and I heard the ref mention a team possessing the ball for 10 minutes automatically wins and I’ve never heard of this before.
It doesn’t make sense either. The game can end 29-29 with team A holding the ball for 10 minutes and winning the game? How is that even possible.

he didn't say the team possessing the ball for the entire 10 minutes wins the game.
he said it "ends the game"...meaning it would end in a tie.

He was meaning that the other team isn't entitled to a procession if they kick a fiel goal and there is no time.
