This is the nature of this type of injury, unfortunately. It is very irritable and tends to become recurrently injured. It is better to give him an extended period of time off to work on rehab and let it heal properly lest he be constantly reaggravating it.
He really needs the docs/therapists telling him to rest a bit.
I know lots of therapists who believe in being aggressive with early rehab for these sorts of injuries but I am a believer in letting mother nature do her job first and then hitting it with intensive rehab.
It is obvious in retrospect that things were being pushed too much to try and get him ready for the start of the season which is somewhat irrelevant in the grand scheme of things.
