Why are the eagles ahead of the Cowboys in the NFC East?
The Cowboys have 1 more win in the division than the eagles.
Can someone explain why?

First of all, division tiebreakers are completely meaningless right now. Who cares how they're listed?

But the answer to your question is that technically the tiebreaker is "best won-loss-tied percentage in games played in the division." So we're tied there and it would move on to common games, where they beat GB and we lost to GB.

The Eagles have scored more points, 141 to 131, but it doesn't matter because they're not into any tiebreakers yet.
