I've noticed this season...Packers by far lead the league in delay of game penalties/having to call a timeout to avoid a delay of game. Strange, with Rodgers at the helm.

Apparently you are allowed to tackles some QBs at the knees. Allen just got tackled low. But he was out of the pocket so the rules might be different there.
