I think by process of elimination you have to assume that he is in the top 30. He is easily in the top 100, and since he has not shown up yet, he therefore must be in the top 30. Now if he isn't in the top 100 at all, now we have a legit argument.

These lists are made by the players, correct?

That would show a lot about how much Dak is respected around the league already and it's not just some Dallas Cowboy media hype show. I'm not even sure Romo was that high on the list at any point.

It's definitely too high but It's pretty cool a rookie QB has won over his competition that quick.
