I would expect it to outline some type of committee for reviewing the issues instead of giving Goodell the responsibility for everything. He originally liked being the dictator but has probably figured out that it's too much responsibility and obviously made him look bad when he screwed it up. If they appoint a committee then they can blame them when things go wrong.
