Explain why the teams have to cut rosters to 75 BEFORE the last preseason game. Teams want to rest starters, and the worst 15 players are cut then, so this forces teams to play their second string the entire game.

There really is little use for the 4th game imo.
 
I understand what you mean, but I think it's more for the teams to evaluate players to make the last few spots. Narrow it down. As not to feel obligated to okay guys just to save players. What's the point of even playing the game at that point.
There are still players with legitimate shots at making a team. Even if cut, it gives another team a chance to see them. As opposed to a street guy.
 
It's to get guys out of there who pretty much does not have a chance in making the squad. Also it gives those guys a chance at an early wavier wire. Let's be honest guys cut at this stage pretty much had 0 chance making the club or PS.

It is an odd rule.

If they had 90 on the roster they could play the entire game with the 37 players that won't make the 53 man roster. The NFL does not want that to happen.

They should just drop game #4 and simply give two week break leading into season.
 
It is useless to play these games Thursday.

No one cares and no one is going to make the team based on playing other scrubs.

1. Allow teams to fill rosters before the season begins
2. Allow the cut players to find a job before the season begins

If it were not for the preseason game schedule, I think it would be optimal to split training camp in half with about a 2 week break in between. I can see when watching this past game that some players look tired compared to the 1st preseason game. I think players get fatigued in training camp which probably increases their chance of getting injured.
 
Maybe to give those players a chance to get on with another team and play in the last game.
Something the NFLPA would want.

But I think that this rule has been in place, in one form or another, even before collective bargining agreement was in place.
